Drug addict Ronald and his adopted daughter Alex stumble upon a conspiracy by Mayor Mostert. He wants to "cleanse" his metropolis of homeless people and use the corrosive poison gas "V" to do so. This gas is based on a liquid that, decades earlier, left only pools of slime in New York City. Together with numerous insurgents, Ronald and Alex take up the fight against the overwhelming government troops...
